Production and implementation of an application supporting the 2010 General Agricultural Census

 

The project has been executed in cooperation with Softline Sp. z o.o.

 

As a technological partner of the Central Statistical Office, we delivered the technical infrastructure and software necessary for carrying out the 2010 General Agricultural Census using the direct method. Within the cooperation, we conducted software installation and configuration, as well as expansion and modernization of the system used for carrying out the census with help of an electronic form. Our specialists also trained over 14 thousand system users and provided technical support during the course of census. 

 

The system we had developed enabled management of census completeness, and presentation of data from all survey channels used in its course. They included CAPI (Computer Assisted Personal Interview) – census execution by agents using an electronic form, CATI (Computer Assisted Telephone Interview) – polling using the telephone interview method assisted by a computer, and CAII (Computer Assisted Internet Interview) – the so-called Internet census, which consisted in the polled person checking and correcting the data obtained from administrative sources, and supplementing missing information over the Internet.

 

During the two months of the census, over 12 thousand census agents conducted census polls in 2,479 communes in 16 voivodships. The use of modern technological solutions and mobile terminals, which the agents had at their disposal, allowed for obtaining considerable savings in the area of so-called personnel costs. Transfer of the General Agricultural Census to the Internet and mobile terminals also allowed for eliminating hundreds of tons of paper forms, which had a positive effect not only on environmental protection, but also on the whole budget of this vast undertaking.
